About

The City established a multi-phased Stormwater Program beginning in 2015, including:
  • Citywide Stormwater Needs Assessment - completed in 2015
  • Stormwater Ordinance - adopted in 2016, updated in Spring 2024
  • Stormwater Master Plan - completed in 2016, update adoption planned for Summer 2024
  • Implementation Plan - Initial adoption in Summer 2017
  • Project Construction - three projects completed with additional projects in progress
Citywide storm water needs assessment information:   In 2015, HR Green mapped existing complaint data on file from all available sources, obtained new data from residents as well as their own field evaluations of streams, and developed a basic hydraulic model of the entire City.  Over 1000 problem points were mapped.

 The Master Plan, completed in 2016, involved performing field verification work of storm water conditions, hydraulic modeling utilizing specialized software, and developed concept solutions for 55 projects.

Public Engagement continued in 2017 when over 120 residents attended open house events to provide feedback.  HR Green made modifications to the plan based on public comment and additional field reconnaissance.  The five-year implementation plan was adopted by City Council in July 2017.

Design began in Summer 2018 for five highest ranked stormwater project in the Master Plan.  Three of those projects were completed; S. Tealbrook Stormwater Infrastructure (2020), Robin Hill/McKnight Lane Streambank Stabilization Improvements (2022), and Willow Hill Stormwater Infrastructure Improvements (2022).  Two projects were placed on inactive status due to the inability to obtain the required easements from impacted property owners.  

Currently, the City is working on voluntary flood buyouts for ten homes, utilizing Federal Funding through FEMA for two different programs: Hazard Mitigation Grant Program (HMGP) and Flood Mitigation Assistance Program (FMA)
